Haven't seen one myself. However, it isn't that hard to upscale it. There are existing templates with hires elements that can be edited into an upscaled template.
I started doing so, but can across a part I didn't like about this template. Namely, the top left and bottom left corners of the art are cut off oddly by the mismatched (to the width of the left black sidebar) fade-to-black gradient. So I'm developing my own full-art miminalist frame based on OspreyDawn's work instead of upscaling it.
I complete enough to be able to render some creatures, just in time to apply to the Commander 2016 release. I did the five rare enemy-colored partner commanders and retrofitted the partner ability on another five existing allied-colored legends to round out the ten color pairs.
Here are the five C16 rare enemy-colored partner commanders (fixed the existing landscape art to portrait):
I chose five weaker existing allied-colored legends to follow the existing C16 partner commander CMC cost patterns (a 5CMC mythic partner has a 3CMC rare in the same color pair; a 4CMC mythic partner has a 2CMC rare in the same color pair) and on the basis of lesser likelihood of brokenness (chose a weaker card when available to apply partner mechanic).
I'm working on the ten mythics partners next with the same frame. Eventually, I'll get other card types in the same frame as well.
EDIT 1: Fixed some errors. Changed some fonts to better match existing MtG style.
EDIT 2: Fixed more missed errors.
EDIT 3: The mythic partner commanders from C16 are up. Check here.

I saw that template previously, looks quite good. You can now add the colorless winding symbol too Maybe I can help with the PW part? Would be cool to help you finish it.
@petercal: nice extended art, I like the overall look, but the abilities text could use different fonts maybe. Also, not sure why the title and type lines are vertical... they can easily fit at the top.

Gorgeous work! You fixed the biggest awkwardness in OspreyDawn's original template, namely the lack of framing in the upper left and lower left corners of the art. Only part that seems off-balance then is the unbalanced width in the light textured part of the card name bar and card type bar. Perhaps you can reduce the width on light texture part of the card type bar so that there's a darker colored part like the bar on the top. That is, you shrink the light green texture part so "Enchantment Creature - Nymph Dryad" is flush with "Constellation..." on the next line. Just a thought.
Love to help on too on the template, but I use Pixelmator on the Mac.

I purposely took out the card name bar & card type bar since I thought they took up too much space & dominated the frame. I believe the point of a minimalist frame is to reduce as much as of the frame to let the art do the talking.
Left-handed fanned out, you can see your whole hand from just viewing the right edge of each card. Most experienced players know what each card they put into their deck can do. So a view of the whole rules text isn't always needed. Thus, by moving most other pertinent info (mana cost, card type symbol & p/t) to the right edge, you can actually play the card without needing to look at the whole thing. Lastly, text is rotated because you can squeeze more text into the left edge this way (I fit both the card name & card type into the space one took up) & people can still figure out what the card is even if the text isn't horizontally oriented.
EDIT: Any suggestions on what other font to use? I stuck with Relay throughout the card (except the itallics part) on the minimalist theme.
The art is based on the Island of Zeal in Chrono trigger. I couldn't find an author with reverse google searches, image flipping, and multiple websites/pinterest browsed.
The cloudy Kor Haven needed something less bland for a Legendary Land. Edit: fixed the mana cost ability and moved the main island and waterfall to the foreground.

For completeness sake, to match the ten rare partner commanders I did here, I manipulated the ten mythic partner commanders from C16. Currently the art used are the same as on the original cards, except recropped to fit my frame. For now they work with the ten rares done earlier. Someday I will go back to find better art.
I'm getting a feel for rendering commanders in this frame. Now to do the original shard and wedge commanders...

But this is really what I want to ask for Hopefully a high resolution one of course and complete with both Creature Template and Non-Creature Spell Template.
It looks like Zeerbe is no longer giving out any templates, which is disheartening because it's such good work. What I'm looking for now then is if there's an updated template (at least through Battle for Zendikar)that has the set symbols. I've always enjoyed being able to make a render and keep the symbol intact.
I made more commanders in my minimalist frame since it show how the commander can stand out more in the game. Perhaps Wizards should consider future reprints of Legendary creatures in the Commander decks in new bigger-art frames to distinguish the commander role.
This time I did ten wedge guys from the original Commander decks (C11).

Finished the ten shard commanders from C12 in my minimalist frame. The full/extended art format quite readily distinguishes these commanders from the rest of the deck.

Thanks for your kind words! There's actually a lot that's redundant on this template and I made it that way partly on purpose. The 'creature' in the P/T area is mainly a graphical way of dividing the space up. In a sliiightly later version of the template I have a new generic mana symbol, but it's not in this graphic exactly.

Thanks for your kind words! It will take me a decent amount of work to create a shareable version of this temp (there are some textures I cannot share in it, and it is in .ai format, whereas I think most of us here use PS) but I am willing to make that happen. It'll take some time though.

There´s only one improvement I can suggest: the colored borders. They are flat and without personality. What do you think of making them a little bit larger and filling them with the colored frame patterns of old magic cards instead of plain colors? I think it would be the perfect final touch to give the cards a better color identity.

Stick to MPlantin maybe.
I rendered a version with Beleren for the card tile & card type & MPlantin for everything else (except for the credits on the bottom):
