Yes, they are different for each color. I didn't invent these templates from scratch. Wizards made the original template for color shifted cards in the set Planar Chaos. Look up Groundbreaker, Brute Force, Rathi Trapper, Merfolk Thaumaturgist, and Revered Dead for examples of the originals. Also, the template isn't quite ready to be shared. When it is, I'll certainly share it.

I love to use your Planeswalker template. I like the special "see through" effect you made for the color Frame of the template and also the color you choose for WUGRB. Bright, Shinning and not so equal to the dull color used by Wizards:p:p

I really don't have the time to completely write out every step that would be required to make a template from scratch, and it also would take away most of the point and challenge of the exercise.
I can though give advice if you get stuck in a certain spot. Just from using templates, you should have a fairly good idea how the layers are setup....this is a great starting point to follow and can serve as most of the guide you are looking for in what to do. You should find a decent quality render or scan to use as your guide on its own layer that you can turn on and off to check your work, I highly recommend the Korean Ajani because of the resolution. Next is just creating the shapes for each of the sections. I create all my pieces in illustrator, import them into photoshop and apply effects/texture overlays afterwards but these can also be done completely in photoshop.
Give it a shot and see what you come up with...you will definitely expand your skills by doing this.

The quick way is to build a selection using a couple elliptical shapes intersecting each other. The best way would be to build the shape either using the pen tool and creating a work path that you can then fill, or even better yet build the shape in illustrator and import as a smart object. That way you can continue to tweak the shape and it will automagically update in PS retaining all your layer styles etc when you save in illustrator. The main benefit to creating the shape using vectors is to avoid the jagged appearance that PS un-antialiased selections can have, giving you smooth clean shapes.

There's a few different ways you can do this...the pen tool can be awkward starting out, but it gives you much cleaner shapes and superior control. Once you make your path, click over to the paths panel, make sure your path is selected from the list and then check out the icons at the bottom. You can then stroke the path with a brush by selecting that icon.
A method that gives more control but has a more awkward approach is to fill the path instead. Apply a stroke layer style with whatever your desired settings are, and then change the fill opacity of the layer to 0% under blending options > advanced blending. You'll be left with just an outline.
