New to Magic and need to ask how some cards are meant to be played. When playing "Engulf the shore" I tapped some land to cast and then let my opponent (my wife) know that I had 6 lands in my control. She believed that the tapped lands were tapped and therefore did not count. In my opinion I still control those tapped lands. Who is right?
Card verbiage - return to their owners hands all creatures with a toughness less than or equal to the number of islands that you control.

You control permanents that are on the battlefield under your control. If being tapped meant you no longer controlled it, things like Mana Geyser wouldn't even work. So, in this case, Engulf counts every Island you control regardless of whether it is tapped or not.
