So after I saw this thread, I was wondering - If we just automatically lock necro'd threads, how hard it would be to implement a rule that automatically locks threads after 2+ years (or maybe even 1 just year) of inactivity?
This just seems like the type of thing that should be automated to make moderating easier.

There is a problem with every section having different rules in general for this type of thing. In Commander for instance, if someone would like to revive their deck, they can pull a deck out of a 5 year retirement and keep going with it.
It would not be an easy thing to say one way or another. Some subforums it really comes down to a call based on how relevant the information is or what thread it is as well. Its just something that would be difficult to have as a sweeping across the forums type of thing. Many of the subforums where they get locked for necroing topics though do not hand out cards though. Often in these sort of situations, you can still start a new thread with essentially the same sort of discussion as well but we close off necro threads often when information in them is no longer relevant. You see this a lot more in evolving meta style of format subforums.
The short answer is there isn't a simple timeframe that would be easy to establish across the board for this sort of thing. There are plenty of subforums where it depends on how long it has been as well as what sort of thread it is as well.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
I've found myself coming to threads through google that haven't been responded to in over a year, and I've found myself wanting to necro the thread, but I didn't because mods tend to hand out infractions for things as minor as having too small of a post.
I was wondering, what's the problem with necroing a thread in the first place. If the topic happens to have really gone out of scope, than why not close it for being in-scope, rather than closing all necro threads whether they're in scope or not?
Necromancy hasn't been universally infractable for years now (though some subs maintain such rules for various reasons). I can't imagine someone getting in trouble for posting on-topic posts filled with relevant content, regardless of the age of the OP (some of the official threads in magic general have been around since before I joined!)
Haven't you guys noticed that nearly all of the general forum massive necros are from people with extremely lost post counts? I'd bet you $5 that there's a "subtle" troll campaign going on from another MTG forum that the banned folks from here end up on. Either that or... all the derpy new people decided to do something similar in a pretty short amount of time.

It's more likely that someone googled something, found that thread, and bumped it without realizing it was old.

This exactly. The low post count usually would denote that they are new to the forum and therefore aren't as attentive to things like thread dates or rules (not all necro is banned online).
I don't believe thread necro is necessarily a troll campaign, however I will say that as of late there has been a large resurgence of thread necromancy posted with the clear intention of trolling. I'm personally an advocate of posts that lock themselves in the Rumor Mill and Magic General. Less than half of the time when a thread is necro'd in MG the thread topic is hardly relevant and no one checks the date and begin responding to people who may not even be frequenting the forums or treat a post as misinformation because it was from two years ago. In the Rumor Mill? Well, let's say I'm not convinced the discussion continues to be of any value in leak/preview threads from the weeks leading up to a set that released several months ago.
With the new forum software coming soon this is something we may want to look into. I know that right now Market Street mods manually retire old threads after 30 days and the new forum does it automatically after 30 days, notifies the user, and provides a link/button for you unretire your thread. If this is something we feel is a big enough problem that it warrants action - other than the occasionally "ugh, thread closed" the I am game. As it is now on the current system I don't think that it would really be worth it... but that's just me.
