I actually can't think of any infinites that would require Leyline of Singularity, due to not many cards calling out the legendary supertype in specific. If you used Prototype Portal to make lots of copies of something neat with a dies effect, like Solemn Simulacrum, then dropped this leyline into play, you could get pretty big profits, but I don't think there's an infnites possible with this one.
There's lots of shenanigans that could be had here, but they're all of the "lots of stuff died at once" kind. For the effort, I feel like you could just go with a Plague Wind and save yourself the trouble.
5 Color Cromat with tons of tutoring that doesn't reveal the card. Play a few classic playing cards, a couple Uno Draw 4s (Ancestral Recall eat your heart out), some basic Pokemon for defense, a Get Out of Jail Free card, and have assembling all five pieces of Exodia be your win condition. People will flip because EXODIA!? IMPOSSIBLE! NOBODY'S EVER BEEN ABLE TO SUMMON HIM!
It's actually why my Ghave deck diversifies its tokens to some extent.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

it USED to be a good way to say "get up, and stop being lazy blue". Clones, depending on their use, is one of blue's MANY lazy ways to keep up with the power of the rest of the table. When I use clones, most often it's going to be to copy my own stuff, not others. Either way, with new legend rules, this is only a token hoser now, and there are better things to do that with.
Most metas will have that token deck which gets out of hand
Outside of saying f u to the token deck are there any other uses of having everything a legendary?

It is still cute with Rite of Replication, Kiki-Jiki, Mirror Breaker, Nacatl Hunt-Pride, and Spawnwrithe. But even token decks generally carry Aura Shards or some other enchantment hate to screw with it (or just, you know, Grave Pact or Martyr's Bond), so be careful.

On phasing:
I was thinking more along the lines of Leyline of Singularity + Duel Nature + Junk Diver + a way to get 3+ mana each time, perhaps Lion's Eye Diamond or something involving Intruder Alarm and an animated mana rock that provides 3+.
I was thinking of adding this card to my sideboard against combo elves.
It still doesn't stop Kamahl sadly as he animates lands.
