Is Parallax Wave worth a slot in an EDH deck? What about in a blue/white deck with bounce? With instant speed bounce it reads: 4 mana, exile 5 creatures from the game. You can exile the 5 creatures at once, and before the exiles resolve, bounce it or destroy it to permanently remove the 5. This seems great, but it is limited to creatures.

Parallax Wave are incredible. Even without the bounce, it's a way to blink 4-5 creatures prior to a Disk activation or a way to deal with two or three problematic creatures for a short time.
But it shines with Proliferate. As does Tide, which becomes utterly stupid.
It could also be used as a ETB renewal or creature saver if you keep a Disenchant handy. (And having another reason to keep non-creature removal in deck is always welcome)
So basically I see the best situation with this card is in a deck with bounce. You can abuse it to your benefit or to your enemies disadvantage.

Even without bounce its great you can do its effect as an instant so if it gets targeted simply blink some of your own stuff to get as much advantage as possible before it fades.
So basically I see the best situation with this card is in a deck with bounce. You can abuse it to your benefit or to your enemies disadvantage.
It's a really good card when not being abused so I would say it's good enough for an EDH deck. When abusing it it becomes pretty unfair, you have Opalescence shenanigans, looping it with Eternal Witness, waving out Reveillark, exiling guys with instant speed enchantment removal and even waving out another commander and making your opponent decide where it goes is pretty annoying for them.
Or just use Parallax Tide to handle the lands (which is how Gaka does it).

How does that generate infinite mana? You would need some form of haste as well.
