I am surprised that I haven't seen this card discussed too often as an option for control-oriented blue decks. Slow, cheap draw seems like a great fit for multiplayer. In the early to mid-game it allows you to get a large bump in cards for a minimal investment. It isn't a flashy part of your game plan but it cheaply fills a need for any blue-based control deck.
Ancestral Vision can be weak in the late game but quite a few cards are playable with that same limitation. It doesn't work if you need cards now, but if you are planning on a long game it is pretty great CA. The other marks against are that it doesn't work with Snapcaster Mage or Yawgmoth's Will and it can still be countered, copied, or redirected upon casting (though that applies to most every draw spell). How has Ancestral Vision played for you?
Too slow, by the time I got the cards my bacon already got fried. I prefer Trade Secrets. Working together with another player is mutually beneficial in the case both work to answer a threat posed by a third player.
I've mulled it over a lot, watched it played in many games, posted here about it, and finally come to the conclusion that it's just a bad card in a singleton 99 card deck. I'd rather just have Concentrate in any case other than my opening hand.
I have drawn it most of the time on turn 8+ and it feels like you skipped your draw that turn too often. My overall experience with it has been sort of poor. I don't like cards that become ineffective in the late game.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.

I feel like Mystic Remora is probably another card to discuss when talking about Vision. For the same mana investment, it can easily draw you 3+ cards while also being relevant in the late game. Yes, it can cost more through paying its upkeep cost, but you get to decide if it is still worth it.
Redundant copies and small decks make this card playable.
Guess what this format doesn't have?
It's got borderline usage in combo decks. Not that I know of any off the top of my head, but I could see where drawing three for "free" would be good for decks that abuse that kind of thing.

Emmara is like the worst parts of Legends and Homelands got pregnant, aborted the fetus, tossed it in the trashcan, set it on fire and wrapped the corpse in a Dragon's Maze pack wrapper.

Actual Truth:
I have always found this card to be painstakingly slow and predictable, two things I absolutely abhor when picking cards for a deck.
