I want to build a new edh deck. I currently have a monoblack deck with shirei and a blue (mostly artifact) deck. I want to build another deck.
I enjoy playing esper colours (but it really depends on what the deck is doing), but don't like playing multicoloured decks in edh. The mana base is expensive, and colour screw is easy. If there's a general in more than one colour, there is a small chance I'll consider it.
I value synergy above all else. The deck must work well together. Both of my decks have had cards that work so well together to the extent that I have pulled off some ridiculous plays and combos- some that weren't intentionally built into the deck.
Ideally, I'd like the general to be low cost, but this is not actually important at all. I just find it makes for more consistent play. I don't want to play an equipment deck because a friend of mine is running that. I play my decks as multiplayer decks 90% of the time.
i think you should try something completely new and different than your ordinary play style. I am thinking a red-green deck becasue it is the opposite than your usual colors, esper. I went looking at all the red-green generals and I think Rosheen Meanderer is the coolest. This general embodies pretty much the opposite of everything you mentioned, but I always enjoy trying new archetypes and play style. This general looks like a lot of fun and I think he can give you a new, fun experience.
Anyway, I doubt you will even consider him, but I hope you find a new, fun general soon.
Skullclamp cannot really be considered a best for it was banned upon release. I think the best card/most broken card on that list has to be Bloodbraid Elf. That card was too busted.

Just a quick note about "expensive" mana bases. They really aren't anymore. Lorwyn vivids under a dollar, Lorwyn Tribals for a dollar, Zendikar Refuge lands for 25 cents, 10th ed painlands are 1 - 1.50, Ravnica bounce lands are only a quarter, and there's lot's of good artifact mana fixers on the cheap like darksteel ingot, expedition map, and armillary sphere. Heck, even Ravnica shocklands are down to 5 bucks. Two-color decks are now extremely easy and cheap to pull off.
If you're determined to stay monocolor, take a look at Omnath, Locus of Mana for something different.

G/R or G/W token decks seem like they would be a good option for you. Ulasht, the Hate Seed, Wort, the Raidmother, Tolsimir Wolfblood or Rhys the redeemed would all be good choices for token decks in those colors. Token decks have a lot of synergy and small combos in them and can be a great counter to your friends equipment deck.
I second Ulasht, as a fellow Shirei player and Ulasht player that appreciates heavy focus on general-centric, creature-based synergy. As for mono within esper... << we're a helpful bunch today.
