i run mono red and i'm debating on the last card for my deck. i need as much draw spells as i can. i've tuned the deck to the point where this is really the only card left to test. i've been flipping between Mind's Eye and Scroll Rack. Mind's Eye i great in multiplayer but my deck is focused on one on one matches and i usually tap out during my turn and rarely have spare mana for anything else. scroll rack is cheaper and i can use it to pitch away dead cards from my hand. however, unless i get to shuffle my deck i'm not really netting any card advantage. What does everyone else think.

Unfortunately every try hard from Sacramento to Shanghai preaches from the top of their 27 lands + Mana Reflection that Tooth and Nail and Time Stretch are fine to play in the same turn but Armageddon is unfair.
Scroll Rack is really on great if you have other ways of drawing cards. It doesn't really give you card draw, but card quality. With that, Madblind Mountain is amazing though.
Mind's Eye is really good and probably what you should take if you have a choice between just those two. It also lets you draw more cards if the opponent has extra card draw as long as you have the mana.
Mind's Eye is really, really good. Even in 1v1, it is at absolute worst a Honden of Seeing Winds with a continual payment required. That's already pretty good in colors outside of blue. Give it a try.
One card I really like that's often overlooked is Bottled Cloister. If you're tapping out to play everything on your own turn, you don't need to have your hand on other turns. Bottled Cloister protects you from discard spells and gives you a one-sided Howling Mine for 1 less mana than Mind's Eye. Just another option...
Madblind Mountain is great for a deck like mono red that sucks so bad at drawing cards. It makes both Scroll Rack and Top excellent when you have a constant source of shuffling. As a further side benefit, it also protects from Tunnel Vision killing you.
I hate Bottled Cloister so much. All it takes is one card to blow it up and your hand is permanently gone.
If you're choosing between mind's eye and scroll rack, there are advantages to having either in different situations. If I have a Font in play, I would rather have mind's eye to take advantage off of all the draws going on (assuming I have enough free mana to do so). If I have Puzzle Box in play(or something like it), I would rather have the scroll rack to ensure I'm getting and keeping the cards I need.
I prefer scroll rack over mind's eye because I like to abuse the stack to gain as much advantage as I can.
Something I need to try out is Moonring Mirror in mono-red. It doesn't cost you any cards, and when you burn out your hand, just swap for the mirror and get a new one.
Null Brooch is completely powerless against creatures with ETB abilities to blow up Cloister (i.e. Acidic Slime, Woodfall Primus, Terastodon, Ingot Chewer, Harmonic Sliver, and Angel of Despair). Many decks run creatures with ETB abilities in order to get card advantage, so it is not uncommon to run into creatures like this.
Null Brooch also cannot stop Krosan Grip and Shattering Spree; two of the more commonly played. Being able to counter a noncreature spell without any drawback with a Cloister out doesn't exactly balance out the risk of having your whole hand go down the drain.
Chaos's objections to the Cloister are valid-- losing your whole hand to an artifact-kill effect is a terrible thing. I must note, however, that if you play out the rest of your hand before dropping the Cloister, and continue to play out everything you draw, most of the time you'll have no cards to exile with the Cloister. But of course, this leads to over-extending, and can be very hard to do if you have a lot of cards in your deck that have high mana costs, or need to be played in certain situations (i.e. Pyroclasm when you have the most X/2 creatures).
For mono-R draw you certainly don't have many options(I too, don't like the Cloister either). I would go with Mind's Eye over Scroll Rack though. You could also consider Urza's Blueprints and Jayemdae Tome as well.

Agreed. Risky cards like that are not worth it. There are enough safe choices that you shouldn't need to take the risk.

Goblin Lore is technically a draw spell, and there's always cantrips like Smash. There's also Illuminated Folio?
