This is how I'd do it using most of the cards you have. This gives you a creature count of 16 and a good number of answers to your opponents' creatures. Wilds help you with landfall for Hedron Crab and, to a much lesser extent, thin your deck and help prevent top decking lands.
Someone also suggested I use counterspell instead of essence scatter. and How would evolving wilds help more than 4 more islands? Also, what would griptide do to benefit me?

Evolving Wilds will help fix your mana and your topdeck in cae you don't like it. Not to mention doubled landfall when in sync with Crabs.
Griptied would ensure the creature you bounce will be milled. And of course it messes around the opponent's topdeck.
So based on what I already had, and suggestions brought up so far, could someone give me an example of a good deck based on these things? Also, the suggestions about black, would it make getting things out any slower because of the mana difference? Though im sure...theres a fix for that too
Also, If I needed to put twincast in, what would I replace here? And it says copy target spell, but one that was played during the turn, in the graveyard, or what? It's not specific, or is that the point.

If you're going "speed" mill, i think Mind funeral is a must. Adding a second color won't necessarily slow down your deck. In this case, you would just be "splashing" black in there. Maybe add x4 Drowned Catacomb and a couple swamps.

For now, I'm always a fan of Halimar Depths. Yes, they come into play tapped, but arranging the top of your deck, I think, makes up for it.

Not necessarily, but B gives you access to cards such as Nemesis of Reason, Mind Funeral, and Haunting Echoes.
Haunting Echoes is brutal after you've milled a few cards....

Expensive as in price? They aren't so bad. Nemesis of Reason are ~$3, Mind Funeral ~$5 Haunting Echoes ~$1. Then of course there is Glimpse the Unthinkable ~$12.

Pyrrhic Revival with 4 Halimar Excavator or jwari shapeshifter in the grave. with just the 4 excavators, you mill 64 cards. self mill until you hit pyrrhic and then blast them for a 1 turn win move.
