I notice I had a lot of the cards to make a pretty solid Delver deck. (at least I though it was solid). Let me know what you think or if you would make any changes. I do not have the Izzet fetch/shock lands so please leave that comment out.
I would up Guttersnipe and Delver to four, add as many copies of Ponder and Preordain that you can and maybe some Runechanter's Pike. The cantrips and the pike give tournament lists a lot of mileage, especially on a creature with evasion like Delver or a drake token. I would drop the Nivmagus Elementals, you want to be casting your spells, not exiling them. Goblin Electromancer doesn't do enough on his own to advance your game plan, he seems good on paper, but in action he doesn't really do enough in a build like this. I also feel like the bounce doesn't do enough when you've got access to burn in these colors. U/W delver used to run bounce because there wasn't really much good instant/sorcery removal in white or blue, U/R usually runs burn instead.

Even with a max CMC of 3, I would still shoot for 20 lands
