Trying to keep this very budget friendly (under $40 dollars if possible) and modern legal. Sign In Blood is for budget card draw, but this also could be Underworld Connections.
If you really can't spend the money on Etched Champion then you should just run Phylactery Lich which is still pretty good. I would run Darksteel Axe over Bonesplitter if you choose to do that however. I am considering subbing out Geth's Verdict for Duress though. I'm also considering subbing out Lashwrithe for Loxodon Warhammer, but I feel that 16 creatures might be a little light. Did a little bit of testing, seems quite strong, fast and aggressive considering how budget friendly it is. I would like to hear some feedback on this, I'm a casual player who plays with a play circle that uses modern rules. I would use this for versus and multiplayer games.
What changes should I make? I've never really done anything with artifacts.

Thats an important information. Use Underworld Connections instead of Sign In Blood, because you want repeatable card draw in case your playing longer multiplayer games.
With a black Artifact Deck, Phylactery Lich is a must have. I would also remove those Ornithopters. Porcelain Legionnaire seems to have a place here, an early strong beater and an artifact in addition. I have a similar deck for multiplayer games, where i use Ogre Marauder to push damage through, with the right equpiment he either deals lots of damage or trades 2 to 1. Cryptborn Horror is a nice one- or two-of. Vampire Nighthawk is strong in all creature based black deck, its not a must have, but he would do a good job.
I think i would drop either Cranial Plating or the Lashwrithe and take in Inquisitor's Flail instead. This will simply lead to higher damage in the early game, when your artifact and your land count isnt that high. One Loxodon Warhammer seems enough, you already have lifelink and evasion in your deck.
And do you really need 8 removal spells? I think you can either play control or equipment aggro, but not both. So i would drop the spellcount to 4.
Also i recommend 2 Leechridden Swamps, they count as swamps, can be used as a mana sink and do good damage in multiplayer. And artifact Lands if you keep the Cranial Plating.
That's is very solid advice, I must stress that, while I play multiplayer sometimes, usually this deck will be for versus, and the multiplayer games are small games of 3-4 players, not giant games.
Phylactery Lich seems good, but only with the artifact lands, which aren't Modern legal. Porcelain Legionnaire is cool, but what I like about the creatures I have now is they all have some type of evasion. Cryptborn Horror is an interesting suggestion.

Take in one or two Skeleton Shards for recursion.
