The deck's biggest problem is the combinated lack of an adequate curve and of reach. Without running Nocturnus - yes I read you're on a budget - you lose the option to end games quick.
I'm not sure what I'd cut, but Gull Draz Vampire and Mirri both would help against that, by being late game evasion. Maybe two of each for each two less Tracker & Childern.
I'd be surprised if Captivating Vampire's second ability will be relevant in more than a percent of games.

No, just kidding, but seriously that card is so broken that I wouldn't want to play with it anyways. Thanks for the suggestion on mirri and draz. And at least captivating vampires ability is more relevant in a deck like this as opposed to a normal mid-range vampire deck. I know I would most likely want to attack instead of using it's ability but you can't say it's worthless. I would love to take out that occasional emrukal. I'm just glad that vamps got a half-way cheap lord.
Right now part of me is thinking of do you have enough removal or accel? Considering your curve is ranging from 2 to 3.
I'd be thinking of adding Dark Ritual for some added accel and as an alt win con, Corrupt.
Also, Infest fits the bill for budget SB'ed mass removal.
I think my curve is fine. I shouldnt need much accel. I mostly have 1cc-2cc cards and the most lands I would need out is 3. I also thought I kind of needed a draw card like sign in blood to keep steam. But thanks alot for the suggestions of corrupt and infest

I'm not saying it's worthless, it's useless. How often do you expect to have five creatures on the board, one of them being the Lord, and not being able to win the old classic way of tap'n'smash?
Not only is that unlikely, but also overextending into whatever trick the opponent has. But yes, it's more likely to happen than in a standart vampire deck.
