No. As I said in another topic, if you can't play Candelabra of Tawnos, a good budget replacement (outside of just making a deck that doesn't use it, which is absolutely possible) is Retraced Image. It doesn't do the exact same thing, but it's honestly a decent card in the deck (the reason it doesn't see play in "full" High Tide decks is because while it's good, there's not room for it because it's just not as good as your other options--but if you cut out Candelabra of Tawnos, you have room) and fits the general role of 1-drop acceleration pretty well.
Magus of the Candelabra might be an okay Candelabra of Tawnos replacement in 12-Post, though.

However, the magus can make a sickening amount of mana also on about turn 3 with cards like:
Wild Growth
Llanowar Elf
Instill Energy
Quirion Ranger
to help. However, green has plenty of ways to do much the same.
