For a "targets matter" big set, which would feature these two and multikicker.
Enfold <cost> (You may cast this as though it had flash for its weave cost as long as it targets at least one permanent which is the target of a spell on the stack.)
for above, the flash clause is omitted on instants.
Spellkin (Spells and activated abilities that target this permanent cost you less to cast or activate and your opponents more to cast or activate.)
I've been experimenting with using monocolor hybrids for spellkin costs.
Here's an example for each:
Branched Might 2G
Instant C
Two target creatures each get +2/+2 until end of turn.
Enfold G
Wolf of the Keep2W
Creature - Wolf U
First strike
Spellkin (2/W)
2/3
Nope, Wizards just did it with Septic Rats. Everyone knows a "poisoned player" is one who has one or more poison counters, so everyone will know a "targeted permanent" is one that is, at the moment, the target of a spell or ability on the stack. Such a thing is entirely good and grokkable.

Enfold is tricky because it refers to decisions you make after you cast it, so you can't say "as long as it..." because it technically doesn't do that until after you cast it, which would be paradoxical O_o. It would have to be:
Enfold [COST](You may cast this spell for it's Enfold cost any time you could cast an instant. If you do, it must target at least one permanent that is the target of another spell on the stack.)
It seems like an incredibly narrow mechanic though, I'm interested to see other applications.
Spellkin is fine, though it doesn't seem like the kind of thing you keyword.

"In the beginning, MTG Salvation switched to a new forum format.
This has made a lot of people very angry and been widely regarded as a bad move."
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
Another riff on it could be: costs (COST) less to cast for each spell that shares a target with it. Wouldn't require a new word.
Spellkin seems like an interesting shroud riff, although it doesn't seem like it should be keyworded... but then again, they've been keywording dumb stuff recently. Living Weapon and Totem Armor come to mind.

Like (for the sake of example) "targeted _____," which would be defined to be "a _____ that is currently the target of a spell or ability."
So then
Enfold X (You may cast this spell as though it had flash for its enfold cost as long as it targets at least one targeted permanent.)

I'm pretty sure the problem is to create a new word and not define it.
