I really like artifacts. I want to make a theme deck based around artificers and artifacts, using cards that get better the more artifacts you have and cards that let you search for artifacts. Also a slight steam-punk theme. It would be mainly blue. I want to get a lot of usable cards for this type of deck to have in my collection. What cards do you think I should get? I am also thinking about getting a box from the mirrodin or mirrodin besieged blocks, do you think it'd be worth it?

I would just buy whatever artifacts you want to get.

Regardless of whatever you do for a deck based around artifacts, you'll really want tezzeret. Either one. They are both business.
Also, mad props if you can play a deck that utilizes Grand Architect. I love that card, but it's just not quite good enough to be competitive
Some of those are poor in Steampunk flavor. I was thinking Clockwork artifacts, stuff like that. The Mirrodin plane artifacts are much more Sci-Fi looking than Victorian. Some Innistrad or Ravnican artifacts might have a better feel.
If this is casual, and your colors can support it, you gotta go Mishra, Artificer Prodigy. There's just something that feels right about dropping twins of pretty much everything, especially when it's broken stuff like cranial plating.

Purely casual players, who will just make decks out of whatever they crack, and will be happy with that.
People who are addicted to cracking packs, and will also supplement that with buying singles to finish out what the decks they want need.
If you are in list 1, understand, that your decks will be dependent on whoever has the larger card base. Just like in the game, hand size, number of cards in library, and such are important. The size of your collection is hugely important to a casual player.
If you are in list 2 (which I admit I am), you like to crack packs, you love a large collection, and you also want consistent decks. I make decks by buying singles, and I tinker with casual decks out of my collection.
It doesn't matter what deck you are thinking of making, it will cost you FAR less in the long run if you buy singles and don't even think of cracking packs.

You forgot the people who want to play drafts with their friends in the comfort of their own home. All but perhaps the absolute best limited players with giant FNMs to play at will win enough product to be able to provide packs to several friends for even weekly drafts.
When my friends are in the drafty mood, I'll typically buy one box of product that I try to then add on to with my various prizes, though if there are more people than expected that feel like playing or they want to play more frequently than usually, I'll buy extras.
To help you combo you use Kuldotha Forgemaster as a tutor. Its pretty fun and actually really good.
I would just buy whatever artifacts you want to get.

If you want you can also include control cards like ethersworn cannonist to help keep your stuff on the field and it pairs nicely with Spellskite. Ive often considered a quick deck into Erayo followed by cannonist the next turn to lock out anyone not playing affinity.
There are also a lot of combo cards with artifacts like shape anew into blightsteel where he is your only artifact thanks to cards like Master's call. Master transmuter and big guys like Darksteel colossus, Inkwell Leviathan, Blightsteel colossus, Sphinx of steel wind, and dont forget about seat of the synod with Master transmuter.
You can also try and lock people out with mindslaver, try a combo deck with wurmcoil engine and trading post, make a 12 post deck to drop big guys as well
