It's mostly the latter, except that it's the Aura's controller (rather than its owner) that chooses what the Aura becomes attached to.
303.4f If an Aura is entering the battlefield under a player's control by any means other than by resolving as an Aura spell, and the effect putting it onto the battlefield doesn't specify the object or player the Aura will enchant, that player chooses what it will enchant as the Aura enters the battlefield. The player must choose a legal object or player according to the Aura's enchant ability and any other applicable effects.

So, for example, I have out Venser, the sojourner and spreading seas on my opponentsisland. On his turn he plays some man-land like Raging Ravine. If i were to bounce my spreading seas using venser's first ability would i be able to have it re-enter play on the raging ravine? (i am pretty sure just wanna make absolutely sure so if there is a problem at FNM which happens sometimes i can pull this thread up)

Yes. Raging Ravine can be enchanted by Spreading Seas, so it's a valid choice for the rule I quoted above.
