I like how the heir to some lord has lord-ish powers. Pretty cool.
I really hope this artist does some female characters for INN. You'd think they'd be as good as the dudes she draws, and the dudes look good. When I clicked on this topic the first thing I saw in that giant image was the chest and I immediately thought, "WHOA hey that isn't allowed oh it's a guy."
Well he grows himself and other vampires as they suck, so I suppose he encourages other vampires to enjoy bloodletting just as much as he does, and go into a growing blood frenzy (indicating by their growing power).
Probably not as good as a real lord effect in the short term, but in the long term it can become out of hand, especially in a fast-hitting BR Vamps deck, where he likely tops the curve.
He won't be a high-priced rare unless the archetype proves truly potent, but I can see great casual appeal. My friend's wife is probably already licking her lips in anticipation for multiple reasons

Ezuri, Renegade Leader (Aggro/Combo - Favorite) Skullbriar, the Walking Grave (Sac and Grave hijinks) Azusa, Lost but Seeking (Landfall hijinks) Kaalia of the Vast (Heavily modded)
Ability hits on what any vampire should do flavor-wise - draw blood and get stronger. How he empowers other vampires to get additional counters is what's getting me. "Having fun" doesn't quite explain it for me. Thoughts if any?
"Hey you know how we all drink blood right?"
"Ya."
"Well what if like... what if like we just went and drank more of it you know?"
"Drink more blood?"
"Ya, like instead of little baby sips, we all get together and really just drain someone dry. It'll be fun, like a party."
"A party?"
"Ya, a big crazy blood frenzy party. Bring your friends sort of thing."

Brian Tinsman, Set Designer :?mana::snow::snow:
Legendary Creature – Human Designer (MR)
Brian Tinsman, Set Designer can only be cast during the third set of a block.
When Brian Tinsman, Set Designer enters the battlefield, ignore all flavor and mechanics of the first two sets in the block. "Ok so what do we have here... gothic horror? Scrap it. Expand the Devine Vs. Demonic duel deck to 244 cards and print it!"

Bloodcrazed Neonate is kinda over the top creepy without a sexy focus, and Olivia has something that we can only assume is an artist mistake.
I demand a sexy female vampire.
As for the card, I doubt it'll see constructed play. It's decent, but it doesn't fit into a much-needed role, and decent is never enough for a card on its own.
I suppose now is a good enough time as ever to mention how i'm LOVING the way they're making the different colors of monsters work in this set. Differently colored creatures of the same type definitely feel distinct. The vampires are a great example of this--the black vampires are the aristocratic, more civilized ones, while the red vampires are hedonistic, sexual, and raw. and both, together, create an evocative picture of the traditional vampire. Brilliant flavor.
"Speaking of ladies, I know you're out there, and we haven't forgotten about you. I took the demographics at our recent PAX party and panel as strong evidence that our female player base is present, healthy, and growing. And yes, gay brethren, I know you're here too. I'm going to sign off with one for the ladies (and bro-philic bros) out there:
(high res art of Rakish Heir)"

All of that aside, this card WILL win you drafts, sealed, ect. Will it see Standard/ Legacy/ Modern play? Tough to tell right now, but I think it certainly has a shot (at least for standard) considering the new core set vampire lord, all of the +1/+1 enablers as well as Proliferate.

Just wanted to say that this is probably not a vertical cycle. That one 2/2 red vampire with haste/flying that puts 2 counters on whenever it deals combat damage to a player breaks the cycle.
If you guys are looking for flavor then the developers got it all wrong. They should have named the sets as "Twilight, Breaking Dawn and New Moon"
As for the card, it's among my top picks for Limited and it WILL be a part of a funky deck I'm planning to build.
Can we PLEASE not go into the twilight discussion again? It doesn't fit. Having had the misfortune of reading all of these books, I can confidently say that these monsters have little to do with twilight. They both do, however, have the same source.
"Oh no, MtG has created an art of the pretty guy trope~ I'm going to go quit MtG even though I came on it for the gameplay..."
Seriously. Some of the reaction here reminds me of that angry Dragon Age fan complaining of the optional gay content in that game. Just because you have been pampered with plump breasts and butts (Archangel of Strife, I'm looking at you gurl....) for years now doesn't make the fanservice entitled to you only.

are those like, dude-corsets? Can't say I really like where they were going with the art for this, but I mean, if they were trying to get more females into the game, 'Sexy Vampires' is definitely the way to go.
So card's like Vulshok Berserker and the like are perfectly fine, but make the shirtless warrior a pretty boy and guys are up in arms? Get a grip, folks, not all fanservice can be boobs and butts.
I'm sorry, but when have they ever made a piece of art with a female as eroticized as this? I can think of lots of art with beautiful women in it, but even something like the original Fire Elemental art or Stormbind doesn't give off so much of a feel of the subject posing as this does.
EDIT: Okay, actually, there's probably one: Essence Vortex. But the fact that there really aren't many of this kind of art, and that it's only on very old art, only makes my point for me. This art is not appropriate.
Wit's End is the PERFECT answer to your opponent's Monomania however.
Just hold on to your Wit's End when they Monomania, so you can Wit's End them on your next turn!!!
I think this is fairly reminiscent of the "Jace Battles" we have seen in past standards.. My guess is we will soon witness the great Monomania-Wit's End battles.
Vampires look okay on their own, but in a mono red aggro style deck things could get out of hand really quickly playing it right, also, anyone else see that picture and flavor text and just think it SCREAMS Lestat from Interview with a Vampire?
