I think she'll have an ability that's relevant to her name, "Arbiter". 3/4 Flying for 1WW seems realistic if it doesn't have any other abilities except for Flying. But I just don't think she'll have more than just "Flying".
It's understandable blue control players would be shocked and in denial at the notion of this card, since their decks have been dominating multiple formats for an eternity yet they've curiously never once had to deal with any counter-hosers that weren't ineffectual, narrow CRAP.
The three Arbiters printed so far have all dealt with stalling rather than removing. I would expect the same here, especially in the case of an Angel. Guardian Seraph springs to mind. Some form of life gain, damage prevention, Ghostly Prison, or similar seems like the most obvious kind of ability to have.

There's a right way and a wrong way to contribute to the forums. The right way generally involves thinking about an idea, conveying it and supporting it so that others both understand where you're coming from and have something substantial to discuss. Posts like that are the lifeblood of a forum. The wrong way generally involves posting impulsively and with very little thought or effort, such posts typically burden a thread since they're essentially worthless and just add to the mess posters have to dig through to find discussions worth continuing.

The idea of "only 1 creature is allowed to attack each turn" sounds so appealing in a control deck, especially if you're looking to shut down decks with swarms of attackers.

It is the poster card for an intro pack of a non-expert-level set. This means that it should be a card that clicks squarely with new players. Cards with drawbacks don't tend to do that very well.
If I had to make a concrete guess, it would be something like this:

It's probably going to be the latter, and I'd see something more in the vein of an altered Cornered Market/Null Chamber that read "Players can’t cast non-white spells with the same name as a permanent on the battlefield." as a riff on the control aspect and expanding White's controlling aspects as the colour that can restrict the rules.

I was actually thinking that Angelic Arbiter may end up having a Meddling Mage-like ability. Her name suggests that she will have something to do with control, but this:

also suggests that her power/toughness might be pretty big too.
Forefront could also mean that she's got a big backside and loves to take a whacking to a x/6 body. I doubt she'd be a 2/8, since that's a fairly un-fun body unless you're used to concept of utility creatures, which isn't really the target demographic. So it's probably going to be very simple in wording and rules complexity, but at the same time, isn't going to neuter the black part of the intro pack. But I could see a new player being satisfied with a 4/6 for being beefy enough to be a cool angel.

This is what I'm leaning towards as well. Usually when I think of arbiters I think of "Only X creatures can attack and only X creatures may block each combat/turn."
If not that them maybe a "if damage would be dealt to you, instead deal that much damage to Angelic Arbiter instead" or "Angelic Arbiter may block any number of creatures."
While the "Arbiter" in her name indicates some kind of control element, that sort of contradicts the "...forefront of battle..." line that was in the arcana.
Or maybe that forefront of battle piece was just to attract people?

It's the only way I see to combine arbiter-nature with army-friendliness.

I doubt it'd be closer to the more prisonish Grand Arbiter Augustin IV in design solely because angels are still the Timmy tribe of white, and are generally splashy in whatever effects they have (Deathless Angel, Pristine Angel, Exalted Angel, etc) or, of late, be smaller and more defensive and one-sidedly "benevolent" (Linvala, Keeper of Silence, Guardian Seraph.
