Yikes, son! Obzedat dodges most of the relevant removal in the format and HURTS A FREAKING LOT whenever it blinks. How do we keep getting stuff like this in the same format as Cavern of Souls is beyond me, but hey, if you can't counter it, play it...
Lazav is an amazing EDH general in that it combines power, resilience and politics in one neat 4-mana package. It may seem like a decent deal, in a format with Geralf's Messenger and Thragtusk, but chances are either of them will kill you before Lazav can do anything remotely relevant.
The Dimir Keyrune is surprisingly solid, and should prove a very useful target for Ciphering.

You seem to be missing where it says Lazav keeps his name, meaning only another Lazav being played or a clone copying him will kill him via the legend rule.

ETB effect right away for a 4 point life swing
virtual hexproof on opp's turn for evading mass removal THAT ALSO gets to retrigger the ETB, AND it gets HASTE.
In a land where BBWW is pretty darn easy to muster, this is a fairly easy turn 4 play, and is worth noting can be Cavern of Souls friendly with Geist of Saint Traft if you want to try and make em work in the same deck.
Good with Restoration Angel, too. I would say amazing, but you would have to play her on your turn to get the blink action going. Still... 8 point life swing seems pretty awesome.
Agreed with it being a high value rare in a variety of decks. It's no Thragtusk per se, but it's immensely powerful in that it can move opp to lethal and keep you alive all reasonably quickly with all you having to do is protect it. Le Nuts.
Sorry, I wasn't being sarcastic. I just like the impractical-yet-fun idea of using those cards together for repeating life-gain and card-draw triggers, and also wanted to make it clear that I didn't think such an idea was actually good.

She does seem like a lot of work for a little payoff.
Niv and a lot of these other guys are more like "play card, melt face." No need for sirens or lures or Holy Days to make it work, they just give you double or more power than comparable commons.
I guess they knew she'd be a low draw; there're smexier sphinxes aplenty already, and they have to save some Good Ideas for chase mythics to sell sets later on.

To let it attack once it comes back from exile, like most other flicker effects do by virtue of happening during the end step. Since this one comes back during your upkeep instead (because it would be really awkwardly worded to have it come back just before your turn when you take multiplayer into account) it gets haste so it still plays like you'd expect it to.
I love how Obzedat feels almost like it is an exact copy of itself when it came out in old Rav. I was kind of hoping it wouldn't be, you know, the same exact card =P

Lazav is the closest R&D has come to properly designing a UB general so far, but they can always be counted on to lay an egg in the end, and they don't disappoint here.
Why is Lazav a design failure, you ask? He cannot copy dudes put into his controller's yard. Would allowing that have been broken?
Yeah we won't know for sure until they post the rules faq but I'm guessing that it'll stay encoded and trigger if it becomes a creature and connects again.
I really do not think it will stay, if its not a creature you cannot encode on it, I would assume same goes for when a key rune returns to being a non creature artifact.
