What are the best targets for Standard? Would it work on Hell Rider? Is attacking an activation cost?
It would work on Blood Artist right? Can you blink a card with equiptment on it? So could you blink zealous conscripts and get a double ETB ability?
Could it double up a creature that had been Ciphered?

Liquimetal Coating turns permanents into artifacts, Tezzeret, Agent of Bolas turns Artifacts into 5/5's, and their abilities are activated hence doubling from the bracers.

Funny thing about the bracers. If you use Tezzeret, Agent of Bolas to turn another Planeswalker you control into a 5/5 and equip these (ala Liquimetal Coating or something), all their activations get doubled. Until Wizards clarifies I assume this works because it says all Activated abilities are doubled and Planeswalker abilities are indeed Activated Abilities.

it's not a bad draft creature by any means, this will trade with a lot of things pretty easily. and the bloodrush is nicely costed for what it gives i think.

The stack will then look like this(bottom up):bounce ability ,bracer ability. If both players pass priority, the bracer ability will resolve, and the stack will look like this: bounce ability, copied bounce ability. Then the copied bounce ability resolves, bouncing whatever creature had the bracers. The stack then looks like this: original bounce ability. Finally, the first bounce ability will resolve, doing......

I'm calling it right now- worst rare in the set. Even good limited players will find better bombs at common and uncommon no sweat. Worst. Episode. Ever.
I really do predict this to be our worst rare in set award winner. I'd be happier opening a jar of eyeballs, so I think anything worse is highly unlikely. This card wont just have zero constructed potential, but not be significantly better than a mass of ghouls in a draft.

Wizards print good rares, players complain about cash grab. They print underwhelming rares, players complain that the cards suck. They spoil the best cards first, players complain about the insane prices of preorders. They spoil the meh cards first, players complain that this is the worst set ever.
So. I think I understand now.
As far as these forums are concerned, WotC can never do anything good because:
Card that is new and probably good = "pushed"
Card that is new and probably bad = "EDH/casual fodder"
Card that is a reprint = "lazy"
Card that is a better version of an older card = "power creep"
Card that is a weaker version of an older card = "worthless"
The Bracers are going to mostly be worse than Rings of Brighthearth in my opinion, since they also don't combo with any other permanents (like planeswalkers). It's probably better for infinite combos as you don't have to pay mana but is that really a good thing?
In the one format where choosing between them is actually relevant (EDH), I know that at least I will consider cutting Rings for Bracers. Mayael does love both, though..

That does NOT work. Cmon. Read the card. ACTIVATED abilities. Titans are TRIGGERED abilities. Same for cipher.
Every example you gave were triggered abilities.
Triggered: As, when, During, At the beginning.

That works, but you can do something similar with just Rings of Brighthearth.
We knew the flavor text of Stomping Ground from PAX. I think you are mixing that up with it being a RTR card.
Or you can do both and get 3 activations for 2 mana!

Captain of the Mists with Bracers + Gilded Lotus = Infinite Mana
Tap Gilded Lotus gain 3 mana > Tap Captain and pay 1U > Untap Captain and Gilded Lotus > back to step 1
Elf gets double untap and tap. The Alchemist grants that ability to the Elf as well.
