If you are talking about constructed playability, the problem about Specters is that usually their effects are not good enough for it's mana cost, not its P/T stats. If you have a 2/2 flying Specter for 4 that makes your opponent discard in a Titan-rate (ETB + on attack), you don't care for it's mana cost.
I think here we are talking about what Nightveil Specter probably is. And we shouldn't, because thats speculation
Mechanically there isn't much you can do with Hypnotic Specter to make it better for the same cost. The farthest they could push it would be to make it a 2/3. The ole specter is still a solid card, and random discard is a rarity these days.
There was that rakdos card from RTR that made all your opponents randomly discard 2. Just saying, it's not out of the question.
I think Hypnotic Specter would be playable. A suped up version might be too good.
the last couple times it was standard legal, it did nothing but gather dust in trade binders. and that was a couple years ago, most recently. in comparison to what they print nowadays, it just isn't as impressive as it used to be. heck, even in formats where you can go: turn1 Dark Ritual into Hypnotic Specter (which once upon a time was considered one of the most powerful openings in Magic), it still isn't played because it's just not as good as other things you could be doing. it's great if you can stick it vs. a removal-light control or combo deck, but so are a million other cards; and it's pretty bad vs. just about everything else.

Main reason is, powerfull point removal is Omni present, back in the time peops rarely played point removal, as not much creatures were played, and "if" most the time a ton of them, so very little removal was meaningfull.
Discard is also much much worse than it was in the past. the only discard thats "really" played is point discard ala duress, or in very narrow situations stuff like Rakdos Return (but thats narrow to finish a tap out opponent).
Hypnotic Specter was really good as random discard allowed to eat the hand away quickly, especially if you hit lands and screw them, in combination with Hymn this was brutal, and you could easily hit the 2nd and 3rd land which screw them totally while mokking the land with Sinkhole / Stripmine.
But to be said, right now a specter is quite ****, as you spend a card just that they use point removal and its gone.
Even if you hit with discard, you might run into Gravecrawler, Think Twice or whatever, which means its just ****.
Overall hypnotic is fine, random discard is slighty annoying as it can hit lands (which is the main thing that hurts from randomness if you really need them, and so most discard won't allow to discard lands too early).
But for current magic, Hypnotic is brutally underpowered, simply because it dies to any removal and has no board impact right away, all together with being unable to really interact with a beatdown deck.
Too compare them, just see Liliana, it costs the same and its MUCH more flexible and avoids much more removal.
If a Specter wants to be viable, it would most likely need something like Hexproof, draw you cards, or have any other edge that doesnt totally blank it.
why not simply makes it's p/t 3/1 instead? or 3/2 even. All you have to do is make the risk worth the reward. How about you also exile the card instead of discarding it? I think this dude can easily be fixed.

so i guess we can now officially assume this creature is at least associated with the Dimir instead of Orzhov.

Considering they're guardians, what if this specter has defender, and the ability to such that whenever it deals damage, period, the player who's permanent/creature was dealt damage exiles a card from their hand?
Definately seems Dimir enough for me. eh? (Plus, we saw some black/blue stuff with Defender in RTR, so logical conclusion to me at least.)

I'm just saying, that by today's standards, a rare specter that did more than just swing in/make opponent discard, would be spectacular. I mean, if this thing is even SEMI-playable, i'll be happy, plus, knowing what we now know about the Dimir Guild, the specter exiling cards from opponent's hand AND having defender would seem like a really flavorful mechanic, right?
It was just some speculation, I'm hoping it turns out to be playable, like the last BoB promo, Supreme Verdict, honestly, i think everyone is hoping for something playable.

Exiling cards rather then discarding them to the graveyard seems normal lately. with so much graveyard hate i would not be surprised. That and the power creep allows it.
I am hoping for a hypnotic specter on steroids.
My hope is that the new dimir mechanic is an 'active apon hitting player' style ability and that this guy has it.

I know that in the 'Magic' realm, specters are usually cloaked or hooded figures riding a flying, winged monster of some sort. However, I really hope that the art used for this card is that dark-skull-assassin looking guy spoiled a while ago. The art is so cool that I want it to be on a popular or easy to get card.

As much as I wish to see it on a spell with the Dimir mechanic, I had a thought. What if the new Glimpse the Unthinkable type card is this specter? Mill 10 on contact isnt too amazingly horrible.

In a format with pillar? Anything more than 4 is unplayable. Infact, at 4 it's still unplayable. See: Shimian Specter
Cards like that are not intended to be playable in all formats.
