Oh, I think more, since the only black border versions before now have been english and italian Legends. It ain't like Survival where people bought a lot of Exodus and the Exodus version wasn't garbage white border.

Cool. Land Tax is such a fun card and desperately needed some better art. I mean, the guy looks like a homeless schizophrenic who thinks he is a pimp.
On a side note, I think it can be unbanned in Legacy, namely because of things like Qasali Pridemage and Krosan Grip. It might make Enchantress too good, but I'm not sure how much that matters.

This is a new judge promo, give as "payment" for the judges working at Grand Prix: DC (over 800 of them, I've heard). The player promo for playing in the GP is still Umezawa's Jitte. Wizards generally rolls out a new judge promo every GP or so. Cards in the past of included the Onslaught fetchlands, Phryexian Dreadnaught, and several other Legacy goodies.

That was my thought, but that brings up some questions. These promos have to be planned and printed in advance. If WotC were planning to unban Land Tax, wouldn't they have done so in March during the last B&R update? Why would they wait until June, which is so soon before the Legacy GP in Columbus, OH (July 31 - August 1)? That would unnecessarily mess up a lot of testing for that event. I'm not saying it is impossible, but it seems a little doubtful, or at least poorly planned if they do unban it next time.

If you do remember the last GP Columbus, which was Legacy, a similar thing happened to the things you figure might happen. Shortly before that event, power level errata was removed from cards, which made the infamous FlashHulk deck possible. This messed up a lot of testing for that event and made decks there either Hulk decks or decks to hate on Hulk decks.
I'm not sure how much Land Tax would change the format myself, but I don't think it would wonk it up as much as Flash did.
EDIT: I realized I didn't actually talk about the Land Tax promo, which I think is pretty cool as a one of, but doesn't seem very useful outside of that in a competitive sense right now due to Legacy bannings. A cube and EDH staple get.

This is probably the worst signature in the history of signatures.
They printed Demonic Tutor as a judge promo, I don't see the difference here. Considering cards like Exploration are legal in legacy, I could see them testing an unbanning with this card though.
I just saw a judge pack, and there are no Land Tax in it.
I was there on Friday evening, and I did see the promo Land Tax at one of the dealer booths, though they weren't selling it. I didn't know it wasn't revealed yet, otherwise I would have taken a picture.
