So the solution to my metagame at the moment is rest in peace. Kokusho, Kresh, Academy Rector, The Mimeoplasm, Jarad, Loam decks, Sedris, Grave Pact - it hoses them all. Leyline of the Void can do it too.
Assuming that nobody will have a graveyard to play with (or "when x dies" effects) - which general is best? I'm obviously in black and/or white. I play exclusively multiplayer.
Are there more cards that do what I'm trying to do that I haven't listed? (I know planar void, but it still doesn't stop death triggers)
I am confused why you would want to base an entire deck around hosing a specific play style. If you want to beat graveyard strategies, just build a strategy that works better than it. A hoser can only do so much.

It's a metagame call. I noticed everyone around here gets hosed by rest in peace. It's basically a nevermore on tons of very common generals and cards. Teysa combo? Nope. Skullclamp? Nope.
I'm only planning on devoting a few slots to powerful hate, but to maximize it's effect I can't just throw it into Karador or Ghave or Hanna. I really do plan on tutoring for and casting a RIP effect every game - so stuff like karmic guide & sun titan that you see everywhere wouldn't be in my list, for example.
Zur is a great idea that I didn't think of for some reason - and he may be the strongest, but I might be archenemy'd for running him in multiplayer. If I don't get any more suggestions that I really like, Zur is it.
Zur is just a strong general in, well, general. I'd say the fact that you don't need to devote your deck to graveyard hate to use him to his potential is a big plus, but that's me.
I think your biggest challenge right now is finding a BW general that doesn't get directly or indirectly hosed by your gravehate. Besides Zur, there's also... Obzedat?

As far as being archenemy-ed, I think playing Zur could lead to that, but if you are "The guy who hoses our yards with RIP" it doesn't matter who your general is cuz RIP will be the reason for the hate not Zur...though zur really doesn't help to alleviate the hate lol
I think it seems like its dependent on what the other 97ish % of your deck looks like to help you decide the absolute best general, which is kind of backwards deck building in some respects.
With regard to Leyline: Note that Leyline doesn't stop tokens from dying, only cards. For certain graveyard strategies (such as some Teysa combos, since that was mentioned), letting tokens die is enough.
dont run zur cuz he gonna giv u unwanted hate. i tested out Rest in Peace in my ghave deck (didnt use the grave) and found that even tho it hurt ur opponents GY nicely, it just wasnt worth hitting my grave also. pretty much any color u run, will want the GY for watever reason (flashback, retrace, etc) so now i run Leyline of the Void and Scavenging Ooze instead. now that i actually hav a GY, it opens up doors to other cards that help the deck out tremendously! and Sun Titan actually has targets
