Mhm. He speaks the truth. EDH is all about exploring what makes you happy in magic not netdecking. Remember, if you want to netdeck go play RUG Delver Legacy or Standard Delver.
The answers are right in front of you. Find it.
I made my Stax decks without netdecking and I'm fine. It sure helps, but over time, your list will change adapting the meta and play-style shifts.
If you want to get this done. Research yourself and find your play-style that fits this strategy. Netdecking people's ideas won't always get there.
I'm looking for tips and tricks, not exactly a deck list. I asked for a compile list of punisher type cards, not a deck list. If your not here to help, then piss off.

Of course, over time you'll make a deck your own. I never build a deck without looking at others as skeletons first though. I know what I want and I find someone who has done it. Personalizing and tuning is the longer more important process.

Black has Tainted Aether, Oppression, Bottomless Vault, Lethal Vapors, No Mercy, Underworld Dreams.
Red has Blood Moon, Magus of the Moon, Zo-Zu, Aether Flash, Burning Sands, Price of Glory, Tectonic Instability, Spiteful Visions.
Lots of draw additional card effects with Megrim work well, or Wheel of Fortune effects with Leyline of the Void.
Punisher decks work best with land destruction, trust me on this.
Also, Lethal Vapors? Really? I've been nothing but unimpressed by that card.
True. Land Destruction just wins. I use to combo that and Pithing Needle when my playgroup was young. Of course I played before Lethal Vapors was in play.
It worked since it only cost 1 colourless and no one had enchantment removal.
The thing is Ive been trying to break up Kaalia cause all I hear is grumbles when I do play her so I wanna play a General thats obviously weaker like Oros but my playgroup is littered with Blue/Control Players and I wanna Punish that.

Oh, okay, blue control decks. I got cards that just wins against them.
Obliterate is the best card against blue decks. Jokulhaups and Devastation are great if you have a quick/resilient deck.
I myself, am a blue player, but I don't play like one. I attack with Dark Confidant when I can and I rarely use counter magic.
Trinisphere, Uba Mask, Smokestack, Goblin Welder, Stanglehold is great for Kaalia list. Just switch out Smokestack and Ubamask when it's their turn.
Desolation, Braids, Cabal Minion, Impending Disaster hoses most blue decks because most blue players are bad. How many of them can handle an early Braids while I have Crucible of Worlds in play? None from what I've experienced except for my playgroup.
Kismet, Loxodon Gatekeeper locks out their ramp, and Aura of Silence taxes their ramp.
Lots of tokens and Swords! That will win you games on their own.
If they play blue, that means you are allowed to play Armaggedon esque cards. Desolation Angel is worth a shot.

This is a pretty good starter list of cards. Although it might have come across as flippant, the point about trolling Gatherer is a good one in that part of the fun of building a deck like this is finding awful cards that are actually good in a certain deck archetype. You're not going to find Aether Flash in a top 50 list of EDH cards. You need to have a specific kind of deck to make it good, one that breaks the symmetry of it. Skullcage seems bad, unless you have Gisela, Blade of Goldnight on the battlefield.
The reason land destruction, Obliterate is good in these types of decks is that once you start playing punishment cards, people are going to gun for you.
They're very political decks. You want to keep a low threat profile until you're set up, so less insidious enchantments that are annoying but not as awful as the other threats on the table will stick around for a bit. People will let Spellshock sit there because it hurts everyone. A control player doesn't care too much about Manabarbs since they tap their lands less. Let the green player take a few hits.
Take a look at Blackjack68's Kaalia deck in the decklist database, he has a nice write-up of how to play his style of deck. Also, Galspanic's Ruhan Team America deck has a lot of niche/bad/good enchantments to consider.
There are three different types of griefer cards (help me if I'm missing a category), the tax effects like Aura of Silence and Grand Arbiter of Justice that make cards cost more, the stax effects like Smokestack and Braids, Cabal Minion that make you sac permanents, and the punishment cards that result in life loss from regular game activities (even just sitting there, as Spellshock shows you).

Blackjack's list is a very nice start for this kind of deck. Just be careful not to become the archenemy in the games you play. A punisher deck will draw a lot of hate if you just start the game of with manabarbs, furnace of rath and a war's toll in the first few turns What white adds to this Kaervek style of deck is a card like Replenish. Of course people will destroy your punisher cards, so why not let them destroy them 1 by 1 and come back with something like this (or alternatively Open the Vaults). White also adds nice enchantment tutors like Enlightened Tutor and Idyllic Tutor and a synergistic card for self-punishing cards like Manabarbs: Personal Sanctuary.
I see a lot of people recommend it for Kaalia Deck, What would I have to add to make it so?

Just be aware that it might scare your meta, or your meta will just play through it and then smash your face in for being obnoxious, lol.
