I think the black splash is essential in a meta filled with control decks as it gives you the needed disruption for you to become the aggro deck. If you really want to just play the UW build I would definitely recommend Mistmedow Witch. Mid - late game she just breaks stalemates / makes up for the lack of disruption by doing some silly silly things with lark, meddling mage, mulldrifter, etc. I would definately find room for 3.
22 lands with no mind stone is really bad. You need 23 with 4 mind stones minimum. Also, 4 larks is required, and 4 archmage is generally overkill pre-board.
23 lands is not enough mana sources. You could play 23 lands + 4 Mind Stone. That would be okay.
You dont really need runed halo in your main board, Meddling Mage should be enough dont you think. How about cutting Runed halo for a card that does somthing.
I have always been a Fan of playing Knight Captain of Eos in Lark decks. He brings in two 1/1 tokens and you can sac them to "Fog" the boad if you need to and you can always bring him back with Reveliark.

do you think i should put like 2-3 runed halos in the SB if i take them out of main?

What exactly can Mistmeadow Witch do with Meddling Mage? Nothing. Bounce it and whatever card you named is no longer named. When it CITP it'll be a new MM and you'll have to name a card all over again.

there is still synerengy with Mistmeadow Witch with reveillark, mulldrifter, and sower of temptation. it could also have some syneregy with meddling mage, for example with like banefire, you call banefire early off (or later) to hold it off tell you can get a runed halo, call banefire on that, then blink your MM and call something like volcanic fallout, blighting, or any other card that hurts you.
