Hey guys, I'm planning to buy some cards from somebody on mtgsalvation. It's not a trade, I'm going to pay money for his cards. What's the safest way to do this? Any tips?
Make sure that you do any form of trading, selling or buying through the Market Street Section of our website and read the rules, regulations and FAQ down there. You want to cover all of your bases before you agree to anything or exchange money.

Communicate through PMs on the forums, check their feedbacks, pay the extra for $1 or $2 for delivery confirmation, and always send payment using Paypal merchandise (not gifted to friends/family).
There are of course people who don't charge the extra 4% for paypal but they are few and far between. Honestly I'd go for those people as they're the ones who are likelier to be businesses or someone who's paying taxes on said card sales. Paypal goods allows you to contet it and always keep your pm'es for this purpose both received and sent out. Make sure there's delivery confirmation, and if it's your first time I'd recommend making sure their itrader is maybe 50+. It means they have more to lose by ripping you, not saying it's impossible, but a lot less likely than say someone with 5ish itrader.
Depending on their iTrader and the amount of the sale, I would pay in gift. I've done every transaction online through gift payments and have never had a problem. Your results may vary.
If it's a large transaction, you could also opt for a third party trade where you find somebody who is notably invested in the community and you both send to that member and then they mail them to the other party.
I've sent a lot of money via gift (to well-established traders who have obviously spent so much time on Magic that they'd lose something if they were cut off from the community). But I would agree with the other posters that the safest way to pay would be non-gift. You can "double-up" as well, by making sure PayPal draws from a credit card. Then you can dispute charges through either mechanism.

As a former MS mod I'll tell you this is terrible advice. I've seen 100+ iTrader users decide to rip and the opposite of new trades that are very professional. With gift payment there is no protection for the buyer should there be a problem. The best advice I can give is read through this article, it has a lot of great info about trading/sales through the mail.
Just be smart and you'll be fine, this site is a great resource for supplementing your collection. It's nice having access to 500+ binders vs your local shops traders
I'd personally try to buy a large amount of cards from a single source with a good reputation, also check the activity of that person prior to buying and look for recent good references.

I believe you can chargeback through your CC company or bank with gift payments though. I've had that happen before.
I have heard vague rumors of a moustache-dispensing vending machine in a distant laundromat, across the street from a tattoo parlor. However, this information is shaky, and time is of the essence.

Non-gift paypal is the safest payment you can do, and always get packages with tracking. International is usually too expensive to get tracking.
Be upfront with your sellers, ask for card conditions and pictures. It's a pain in the butt, but it prevents "Hey, this isn't what I asked for" later.

And, to reiterate, never Gift if you can avoid it.
