Snap caster states that the flashback cost is equal to its casting cost. However, Ancestral Vision literally has no casting cost, and it has no Cmc as a result. It's not 0,it just doesn't have one if I'm correct.
One last thing that hasn't been addressed; Ancestral Vision's converted mana cost is 0, but Snapcaster Mage's ability only cares about mana cost, which Ancestral Vision doesn't have.

Bonus answer: you can't suspend it from the graveyard by giving it flashback.
Geth, Lord of the Vault _can_ take lotus bloom out of a graveyard. Converted mana cost in not identical to casting cost. Cards with no casting cost have a converted mana cost of zero. see Violent outburst into Hypergenesis.
