They can. There is no restriction on activating as much as you want there is just generally no reason to (the effect will not stack). If you need a sac outlet it works though.
No. A player can only take the special action of sacrificing a permanent to ignore the effect of Volrath's Curse once until the duration for which they're ignoring the effect ends, because the effect that's ignored is the same effect that's granting the permission to take the special action.

I want to accept that, but i have to ask for more clarification, dampening engine, seems like a rule exception due to the out right devastation of DE in this case.
There is no consideration of how devastating cards are in the rules. Volrath's Curse works just like Dampening Engine in this case, so once you have taken the special action and sacrificed a permanent, you cannot do so again that turn.

That's not entirely true, case in point, time vault had an errata at one time specifically to keep it from interacting a specific way.
While it was never stated it was for power reason, it is compelling. Same thing with Palichron. Which that WAS talked about with power reasons and eventually changed back.

Even though you mean no offense, that statement is offensive. Being a judge requires more than just rules knowledge, so there is no direct connection between a person's judge level (or lack thereof) and their ability to answer rules questions.
