Whenever Zur the Enchanter attacks, you may search your library for an enchantment card with converted mana cost 3 or less and put it onto the battlefield. If you do, shuffle your library.
Card Rulings
3/14/2017 An Aura put onto the battlefield without being cast doesn’t target anything, so it could be attached to a permanent with shroud or hexproof. However, the Aura’s enchant ability restricts what it can be attached to.
