I mean, sure, drawing seven cards is solid. But this card doesn't do anything I'd expect a mythic rare to do. I'm kind of disappointed that its not a normal rare.
You want it do more, but it has been proven by cards such as Enter the Infinite that they are not fair cards as they are never used in a fair manner.
Even what others have said about untapping your lands is quite unreasonable as it creates free mana and free-ish spells have resulted in problem cards.
You assume you draw your ramp spells with this, but that is just a worse case scenario that is not a guaranteed fact.
You might get one more card on your return than your Concentrates or your Tidings, but when the card is frozen at seven mana, you expect a higher return on cards than the cheaper versions. It might seem more efficient, but you had to play out more lands in order to play it, which has connotations to the mana ratios of your deck construction, the card quality of your deck, the fact that if you ramp to this you're drawing several ramp cards with this...
The strength of this one would be cheating on the mana cost. Remember Enter the Infinite? Now that's a mythic. This card could have been rare or uncommon by comparison.
It draws seven for seven mana. Blue rarely gets that. More often that not its either:
A) Less cards for a higher mana cost.
B) More cards but with a caveat.
C) Both A and B.
Its mythic in that it has:
A) No caveats.
B) Draws you an equal number of cards to the mana spent.
...Between Baral, Primeval Amulet, and inspiring statuary, some people are going to try forcing this card. Likely won't work, but I'll be keeping an eye open.
But how is it trash? Its seven mana for seven card draw. Blue rarely gets that sort of value of 1 mana = 1 card. More often than not, you draw less cards for a higher mana cost like Divination, Tidings, etc.
Oh, that its not sorcery speed? Oh please, there are ways to make it instant speed.
