The -X one should say: exile each colored permanent with converted mana cost X or less

Its kind of Weird the way its written. Isn't it?

"colored permanent" is not a term in magic, that is why they use the wording "one or more colors"

Very weird. I was questioning the contraction, myself. "Each colored permanent" makes the most sense, but even "that is one or more" would be better than "that's one or more." I guess it is from the mothership, though.
