I dunno, I think it works perfectly for Torrential Gearhulk control decks in the current meta. While Disallow is the deck's mainline counter, prior to Amonkhet, the deck struggled to keep up with answering spells before turn 3. All of the <=2 CMC counters were restrictive based on spell supertype.
Censor, on the play, handles Walking Ballista, Servant of the Conduit, Winding Constrictor, Heart of Kiraan, and so on. On the draw, it takes care of Thalia, Heretic Cathar, Saheeli Rai, Rogue Refiner, Tireless Tracker, etc. The ability to stop the predominant mid-range decks from playing things on curve is very powerful, buying you at least 1 turn more to hit that all-important 6 mana. And in the event your opponent passes a turn without luring out the counterspell, you can cycle it for lack of Anticipate on turn 2/3, or end of turn 3/4 in conjunction with Anticipate when you keep Disallow mana up. Lastly, the fact that you can get it into the yard off Cycling means that Gearhulk can still counter a spell if your opponent attempts to tap out, despite perhaps never finding the opportunity to bin a Disallow or Spell Shrivel.
Maybe not a 4-of, but definitely a welcome addition to give control an edge in Mardu Vehicles, Winding Constrictor, and Copy Cat matchups.
