Legendary uncommons and restrictions based on the number of cards in your hand? Seems like Kamigawa 2.0 (a lot better though).

Kefnet could be really, really good in a deck with tons of efficient cards. If every card you play replaces itself, you could easily keep seven cards in hand, especially with his ability. He also works really well with embalm and other activated abilities that let you get value without losing hand advantage.

If we have a few ETB-effect lands (Aether Hub comes to mind), and a bunch of cheap cantrips, this card could be a powerhouse. A 5/5 indestructible flyer is no joke.

That's a very nice efficient threat for blue. I love this creature. That's two very good gods so far.

3 mana legendary that does absolutely nothing when it hits the board? Jank

I think maintaining 7 cards in hand might be harder/more costly than one might think.

Seems dubiously underpowered, even if you get this online by Turn 4. It seems better in a shell as a control finisher, but I don't see a ton of scenarios where this is the optimal pick for that, even if you can use the activated ability to get back a cycle land and cycle to draw two cards virtually. Maybe as a 1-2 of in the right deck. Outside of that it seems like a kitchen table contender.

I'm thinking turbo fog / blue turns ;).

I don't play the format, but this seems like it would be just a swell tiny leader. Casting it wouldn't decrease your hand size, and you'd be guaranteed those sweet, sweet combat stats on turn 3 every game.

I actually think this is a potentially a good commander in EDH. The ability to apply immediate pressure to an opponent is real. 5/5 indestructible flying is hard to deal with, especially with control backup. Training Grounds means that you can just sit behind a wall. Draw..go.

Just pre-ordered a playset of these at $20 total to build a control deck around... I sure hope they're worth it...

What format? Standard? I feel like there is a build that could be competitive for sure. But I guess it has to be super patient. Curving out is not what you want to do. Just simply play a land and go. Turn 3, play him out and hopefully its impossible for opponents in standard to remove him. Very hard to attack into. Can remove most planeswalkers and battle all vehicles. Don't know standard very well, but only problem is lack of good draw cards id say.
